6:30 Budget update and long term sustainability – feedback
Allyson asked: Why Horizons? Why is the community choosing Horizons? The answer will help the board prioritize areas of the budget. The reason we are asking this is that pandemic money is running out, we have to tighten our belts, we’ve been drawing down on our reserves.
Jim talked about the historical context – We’ve been in this place before – we want to be proactive so that our financial future is secure. A faculty subcommittee met a few times and came up with scenarios that would work.
Lucas gave overview of the different proposals – We have $4.5 million/year – state revenue per pupil, mill levy funding too (local property taxes), Expense – district charges us per student (special ed, legal, HR). The latest charter contract increased business expenses significantly, $1.3mil/year paid back to the district, salary/benefits cost are about 70% of our costs, ESSR funds will be gone soon.
Building capacity is 385 student.
All are welcome to the Financial Review Committee meeting on the first Wednesday at 2:30; Fundraising Committee meets the first Wednesday at 8:30.
Horizons picks up the slack for funding programs that fundraising doesn’t quite get enough for
An idea was mentioned that teachers could have paras that are student teachers to help cover the shortfall
There was a discussion of what fees will look like going forward.
About $9k in PPR for each additional student.
Feedback of what is most important to our families:
- Small class size
- Excellent teachers
- Paras in class
- Retaining Veteran teachers
- Social emotional learning
- Outdoor Ed
- Specials
- Specialists
- Project based learning
- Increasing class sizes is okay, but we don’t want to lose paras
We want to emphasize responsible, thoughtful communication – so that incorrect information doesn’t spread because it hurts our reputation.
In the past, Horizons didn’t have specials in the traditional sense, the subjects were taught by homeroom teachers. If we removed specials, it wouldn’t mean that those subjects wouldn’t be covered.
Fundraising committee looking into why folks haven’t contributed
Tell people to come to council.

6:30 Budget update and long term sustainability – Presentation of board plan
Our costs to the district went up (increasing our expenses) funding from federal program to help make up for learning loss during covid, literacy interventionist funding being cut too, $900K shortfall for next year if we don’t adjust anything.
This budget won’t get us to a zero budget for next year, incremental changes will be better for folks to handle, and can accommodate upcoming potential changes in funding (mill levies, governors plans, etc).
Lucas explained the overall working of the budget and balancing expenses vs revenue vs drawing down reserves. He talked about what the council budget money goes to.
We are adding 19 students, which leaves the door open to add more next year if we need to.
Hilary: We are on budget for this year
Discussed how parents can help in the classroom so teachers can focus on interventions, etc,
Discussing the pros and cons of fees vs donations, we don’t want money to be a hindrance to families wanting to be at Horizons, and we may unintentionally do that if we require fees.
Discussion about how to educate parents (especially new ones) about how Horizons works.

- Board Report, Mike: budget, fundraising committee discussion, bulk of time spent on the hiring of Lucas’s replacement – process, etc.
6:40 Fundraising Update, Elizabeth: 63% of our goal, approximately 37% of families have contributed, looking at system for monthly donations (Donor Box, CO Gives), Donor box seems more robust, CO Gives is new, we opted for CO Gives – accounting team is already familiar with it, cost for transactions is the lowest they were able to find, Spring event is April 22 at Junk Yard Social Club, create video or material to promote winter sports and its impact on students/parents – could be used for spring gala as well, Adam: winter sports are complex with limited transportation funds, weather & temperature
6:50 Head of School Selection Process: Committee of 16 forming, potentially reducing that number, Peter’s presentation, Leading Screening, Interview, Performance Rubric spreadsheet to make the process more objective, posting is live for 15 days to see how many applicants we get, board votes to hire, discussion about the teacher led model and how it affects this process, will we examine what it means to be a teacher led school? Yes, but we won’t make the hiring contingent on these discussions
7:20 Open Forum
- Joy comments that Horizons is not what it used to be
- Jessica mentions lack of cohesion across the school that other parents have noticed
- Adam: teachers often have representatives go to council vs everyone going
- Elizabeth loss of institutional knowledge
- Lucas’s understanding of teacher-led school is that his role is to empower teachers to make decisions, this could be opportunity to redefine teacher-led school
- Julie: teachers are working hard on new curriculum
- Julie L: make sure our new families know how important the community is
- Is the conversation about teacher led worth having if it is a teacher led school? Is it Council’s job to discuss it? Mike says it needs to be formally requested of the teachers to decide.
8:05 EDB Budget – via Allyson : During the process of hiring a speaker – found a discrepancy in budget amounts between EDB and HCG. EDB had hoped for a speaker, but could not afford. Can we make them equal? Question as to where the money would come from. Discussion continued. Proposal for budget parity of EDB to be equal to that of HCG. Question as to where the money would come from. Lucas second. We did not have concordance. The request was that HCG budget should be reviewed first and review EDB. Before we change any of them.
The mission of these groups is similar-complimentary- serve the community. Council budget is determined in May. Move this conversation to the agenda for the next meeting.

6:10 Committee Reports
- DAC (John Bogosian) – SROs/Gun Free School Act – #of SROs increased by 30% over 10 years, does this criminalize what is normal student behavior? No real resolution to the conversation, open enrollment – Horizons in particular was discussed – economic income survey that we added to the lottery, Lucas – goal to increase socioeconomic diversity, Substitute pay increase, 80 -90% sub fill rate.
- DPC (Kristen sent notes to Lucas) – MTSS supports, UIP working to decrease disproportionate rates of discipline with minorities, increase access to advance classes.
- SAC (Lucas) – Horizons UIP was approved by district, will be posted to CDEC beginning of January.

- HCG (Elizabeth) – Fall Dance was a huge success, new parents helped, huge turn out, raised $600, Pancake breakfast – raised over $1K for Hawkbucks campaign, not a lot planned for December, anxiety workshop being put together, January community event will be family board game night, Artastic is Dec 2
- FRC (Elizabeth) – still waiting for numbers from the district so we can start revising the budget – due to district in January, fundraising – different scenarios to show the board for decision -making FY 2026 goal is to find a zero budget with an 8% reserve, long term strategy to accomplish this by then, fundraising committee is working on finding a way to do monthly contributions, Dec 6 is CO gives day, Auction is too big of a lift this year, $95K raised – 46% of our goal, Mod Market fundraiser will be on council nights going forward
- Board Report (Mike) – UIP, Winter Sports, fundraising committee, managing shortfall we could potentially have in the future, board membership changing – Lucas & Karen will no longer be voting members of the board, allows 2 more faculty members, December meeting for faculty to choose new members
6:40 Open Forum – discussion about illnesses at school, fundraising goal – how does it compare to previous years at this time? What is a realistic expectation amount to ask for? Will this create an alienating culture for families that can’t give as much? Is open enrollment a key time to make sure folks know they will be asked for money? Lack of community understanding of what we need and why, previously we had asked various times for various things and the feedback we received was that that made people feel nickel and dimed, this was a response to that, everyone reacts differently to the different types of asks, We are still early in this strategy and work now more on the messaging. “All of us in for all of our kids” Could we have an event to give it weight to talk to folks about fundraising? Action plan on fundraising: bring this feedback to fundraising committee
