Council/ Open Enrollment Date - Community members are working hard to prepare our open enrollment tours. Prospective families can observe next week’s Council meeting as part of their open house experience.
What is the reason that students move to another school for 6, 7, 8? It would be great to begin administering exit interviews to departing students to determine this.
Head of School Evaluation Process: Michelle Bargo
New file in the Shared Board Folder: 2023 -2024 Horizons Head of School Evaluation Procedures - merged some of the hiring rubric used to hire GBC into the existing Horizons Principal Effectiveness Standards
Action items: Present Effectiveness Standards to GBC; GBC writes 4-6 goals for herself; GBC’s goals are presented back to the committee and to the board
Open Enrollment Numbers Due in December: Elizabeth Parady
Runs from November 1 - January 9; acceptance letters go out 1/12/2024; families must accept and register within 10 days to secure their space
In last April’s board meeting the board concorded on 375 as a total enrollment number for Horizons. Current enrollment as of October count: 359 students; 3 additional students are currently in the process of enrolling at Horizons
Discussed GBC and Kristin reaching out to current 5th grade families to discuss their plans to help clarify the number of seats that will become available for incoming 6th graders
Moving Council Time: Elizabeth Parady
At last month’s Council meeting, the possibility of moving up the start time of future Council meetings was raised (i.e., 5:30 - 7:30); nothing is written into the bylaws related to the start time of the Council Meetings
Committee Positions and Dates:
FRC - Mike Ashmore - 359 students in the building on 10/2 so we’re being funded at this level; we cannot be funded for the 3 additional students because they enrolled outside the October count window
Going forward we will need 2 parent board executives to become “key executors” for the Wells Fargo bank account to make transitions smoother.

HOS Update: GBC
Enrollment: Current enrollment is 360 but we are funded at 359. GBC proposed increasing enrollment to 392 which would be 22 kids per classroom. These numbers are in line with what the Board had approved during the 22/23 school year. (Grades 3/4 and 5/6 are already very close to 22.)
Long conversation about class size, improved compensation package, planning ahead for expenses before changing policies.
Open Enrollment: BVSD changed its open enrollment preferences. To deviate, Horizons would need to apply for a waiver. These preference changes are: alumni preference (students who leave and then re-enroll in a school) and students who have previously applied to the school. (Open enrollment is different from an administrative transfer/ special circumstances, which already occurs and can continue to occur.)
- Motion: Rob Horanski: Horizons admin to request a waiver so that Horizons can continue the status quo on our current open enrollment preferences.
Second: Mike Ashmore
Concorded
Board Members Skills Assessment: Michelle Bargo – With the internet down, we deferred this conversation until later. Please complete the brief self-assessment survey to help increase awareness of our collective strengths and weaknesses, and to help plan for future professional development.
Board Committee Updates:
FRC: Mike Ashmore – Currently the Council budget year end projection is $628K in non-earmarked funds. This is in part because BVSD is back-paying more for special education services from 22/23 school year and because staff drew fewer benefits than projected. Now that we have actuals from BVSD, we were in a surplus of 23K for the 22/23 school year.
Development Committee: Kristin Hauger – CO Gives Day closed on 12/5 and brought in $39K! The current total for the 23/24 Hawksbucks campaign is $59K. Artastic earned $6K for Horizons. Now the primary focus is on the spring auction (May 4, 2024).
Other Board Business:
The Salary Review Committee has not yet convened.
The May Annual Meeting of the Members is scheduled for 5/16/24 and overlaps with 8th grade Aperture Night. The Annual Meeting of Members includes budget approval and board elections and is followed by a special board meeting to elect board positions.
- Motion: Mike Tadros: To move the May Board Meeting to another time, to be determined. To move May Annual Meeting of the Members (May Council) from 5/16/2024 to 5/9/2024.
Second: Mike Ashmore

Action Item: Communicate this change to Elizabeth Parady so the school calendar can be updated.

HOS Update: GBC
Enrollment: Our known openings for the 24/25 school year are as follows: 40 kindergarten, 7 first grade, 2 second grade, 1 third grade, 1 fourth grade, 0 fifth grade, 0 sixth grade, 7 seventh grade, 4 eighth grade. These numbers would bring us to our maximum enrollment capacity of 375. We can table the conversation about further increasing class sizes at this time.
Board Committee Updates:
FRC: Mike Ashmore – Met 1/10/24 - Our budget is entirely balanced without having had to make a council transfer! The budget was balanced for several reasons, including: most families paid outdoor ed fees for 23/24, BVSD refunded Horizons additional SPED money, faculty cut winter sports in 2023, not all staff benefits were used last school year.
The Hawks Bucks campaign is currently at $76K.
Budget preparation for 24/25 is beginning. Board members signed the relevant appropriation document.
- Motion: Mike Ashmore - To hold 100K in Wells Fargo checking account and transfer the remainder (approximately 300K) to the C-SAFE account in order to earn interest on that money.
Second: Adam Brink
Concorded
Development Committee: Kristin Hauger – Hawks Bucks is currently at 76K and the focus is on the spring auction. We need everyone to gather donations for auction items! Spring auction planning meeting on 1/19/24 at 8:30 AM.
Compensation Committee Updates: Mike Tadros - The committee work is in progress but distinct proposals are not ready yet. The next Compensation Committee meeting is TBD.
- Faculty Salaries: The board reviewed data related to the differences between the BVSD and Horizons salary schedules. Horizons salary schedule was compared with Peak to Peak and Summit salary schedules. Generally speaking, Horizons salaries are higher than those at Summit and Peak to Peak but not necessarily higher than BVSD.
- Hilary Merina was asked to present her salary analysis to the Board. She noted that the salary placement guidelines are different for BVSD district schools as compared with Horizons, and also that teachers might not necessarily receive credit for all of their years of teaching when hired. This information changes some of the previous analysis that has been completed.
- Horizons is a teacher-led school with a different structure, so there are additional demands on our faculty that other schools’ teachers don’t have.
- Para Pay Rate: Horizons’ pay rate was compared with the BVSD pay rate. There is a strong desire to increase para compensation because our paras are integral to our educational model and highly effective.
Other Board Business:
Board Member Skills Assessment - Michelle Bargo - All board members completed the survey! Results of our collective skills assessment were emailed. This information may be used to plan a continuing education opportunity, recruit future board members whose skills balance our skill set, or recognize when we need to seek expert input.
Process Observer: Mike Ashmore – This was a respectful and informative meeting. Many thanks to Jasmine & Kristin, and to Adam’s class for ALL the extra cleaning this week!!

HOS Update: GBC
- HOS Annual Goals: GBC has selected 7 goals from the Horizons HOS Effectiveness Standards and she presented her selected annual goals to the Board.
- Enrollment: In the first round we asked for 62 students; 46 students accepted. We still have waitlists for all grade levels except for K. We have 8-10 openings for kindergarten, so GBC and Kristin are planning to create a flier for surrounding preschools and daycares. Additional kinder recruitment will happen at CU as incoming faculty relocates to the area.
- Compensation Committee: See Committee Updates below.
Board Committee Updates:
-
FRC: GBC
- To earn interest, $380K was transferred to the C-Safe Account as decided at the last board meeting. BVSD expects the COLA for 24/25 to be approximately 5.3%. FRC reviewed the compensation packages for paras and faculty. Based on our current student enrollment, FRC is preparing to recommend the para compensation package for 24/25, and not planning to recommend a change in the compensation packages for faculty. Additional roles that are expected to be added at Horizons: increasing FTE of counselor from .4 to .75, instructional coach, and math interventionist. -
Development Committee: Kristin Hauger
- We are cautiously hoping to earn about $30K based on historical earnings prior to covid. Teresa is recruiting sponsors for the event. Lauren and Kristy are gathering donations for the auction. We are developing concepts of intangible staff experience items people would be excited to bid on (e.g., visit a bookstore with a teacher, break-the-rules night at school). We are developing a paddle raiser concept.
- The Board discussed the equity of auctioning intangible items that give access to teachers vs. the importance of increasing fundraising potential.
Compensation Committee Updates: Mike Tadros
- The committee met in the past month and worked towards compiling data for the compensation proposals. In March, FRC will recommend a proposal in advance of the board budget adoption later that month.
Other Board Business:
- Exit interviews - GBC and Kristin are reviewing a draft for an exit interview to be used when families choose to leave Horizons. The exit interviews will happen via either emails or phone calls from GBC and Kristin. Thanks for making this happen!
Process Observer: Travis Lockhart - Great time management!

HOS Update: GBC
- Enrollment: We are currently at 370 for the 24/25 school year. We still need 6 more kinders. There are wait lists at every grade level except for K and 8.
- 23/ 24 Budget:
- Fund 11: We are meeting our budget goals for 23/24. Our Fund 11 budget is on track to be balanced at the end of the fiscal year.
- Please note that for the Custodial and IT funds listed we need to “use it or lose it” before the end of this school year. We are replacing at least 90 chromebooks and addressing Ipad shortages.
- In 23/24 BVSD is reimbursing us for 2.5 SPED positions.
- Fund 11: We are meeting our budget goals for 23/24. Our Fund 11 budget is on track to be balanced at the end of the fiscal year.
- Council Budget: Our Council budget is on track to be balanced at the end of this fiscal year.
- We had originally planned to transfer 80K from Council budget to Fund 11 budget, but that number is down to 46K. This transfer covers a variety of expenses including staff professional development, experiential learning, the Horizons garden, HCG, EDB, etc.
- Congratulations to the faculty who received more than expected in awarded Impact grants!
- The auction is yet to come, and we hope to raise at least 20K.
- Fundraising efforts are going better than projected for the year. Great job fundraising team!
- 24/25 Budget Proposal:
- Fund 11 Budget Proposal: Our projected Fund 11 budget is based on 375 students and a PPR of $11,212 per student. BVSD takes approximately 30% of this amount.
- We project a balanced Fund 11 budget for 24/25.
- HOS salary increase: Once GBC’s starting salary was set last year, she will now follow an existing salary schedule. Mike Tadros will reach out to Hilary M. to communicate this information.
- This budget proposal includes an increase of .75 for counseling to replace Jeremy.
- This budget proposal reflects an increase in hourly pay for paras. It does not include an increase in the number of paras or their hours per week.
- A math interventionist is not included in the budget proposal. Faculty is exploring a plan to do additional math training for teachers and paras grades K-6. There is still a need to address math at grades 7-8.
- We will continue the current custodial arrangement (with Daniel and Don). This is the preference of the community as well as the most cost-effective arrangement.
- In 24/25 BVSD will only reimburse for 2.0 SPED positions instead of 2.5.
- Please note that for 24/25 the Council transfer is very high because we are hoping to fund middle school playground equipment, both with a paddle raiser at the auction and additional Council funds.

- Council Budget Proposal: Reviewed anticipated revenue and expenses.
- A multi-grade instructional coach is not included in this budget. Rather, an experienced faculty member will be offered the opportunity to provide this training to faculty requesting support. A portion of the 24/25 professional development funding will be used to create the stipend for this position.
- This proposal recommends maintaining the same reserves.
- We project a balanced Council budget for 24/25.

- Board Committee Updates:
- FRC: Please refer to the above budget discussion in the HOS update.
- Development Committee: Kristin Hauger - It has been a highly successful year! Yay volunteers!
- This year the auction will be using a new app to streamline the ticket sales and auction bids. For the first time ever, community members can bid on the auction items remotely, even if they do not attend in-person.
- The auction items are AMAZING! From ski trips to Liberty Puzzles to inventive teacher experiences, you won’t want to miss this!
- There is a beautiful student art piece based on the “Hawks Hopeful” theme that has been designed by the students. Prints will be available for purchase.
- There are 200 tickets available.
- HOS Evaluation: Michelle Bargo
- Discussion regarding the settings for email collection on the surveys.
- Upcoming Board Elections:
- These 4 parent board positions opening in May: Mike Tadros, Kristy Lewis, Mike Ashmore, Rob Horansky.
- Please think about parents who would be good candidates to the board that you could “nominate.” Potential candidates might already be involved at the school or may even have skill sets that would help round-out our board.
- An email to potential board candidates could come from GBC or a board member. Historically, candidates submit their resume and a cover letter.
- Other Board Business:
- The CU Challenge Course provides a more local and less expensive option for outdoor ed at the upper grades.
- Mike Tadros is building a “Horizons Helper GPT” that could help with questions about the school.
